Criminal Investigator

If selected for this position, you will be responsible for planning, directing and conducting document-intensive allegations of fraud - including grant and procurement fraud, transportation safety concerns, waste, abuse, and mismanagement relative to the modes of transportation that full under the auspices of the U. S. Secretary of Transportation. You will determine the scope and depth of the investigation, seek, analyze and evaluate evidence through typical law enforcement means; and on the basis of findings, pursue criminal prosecution or civil/administrative action against offenders. The Cerritos, California office is responsible for several western states and is part of the Western Region which covers 13 states, and several territories, thus travel outside of the southern California area for your own investigations or to assist others is likely. To qualify at the GS-12 grade level, you must have one year of specialized experience at least equivalent to the GS-11 grade level in the Federal service. Examples of specialized experience includes:
Securing facts and developing evidence in support of ongoing investigations - mostly independent Conducting interviews, gathering, reviewing and discerning evidence for use in charging defendants criminally and preparing fact-based written summaries in fraud and/or safety cases, with defendants having been charged or civil fines or penalties having been levied. Having indicted cases through your grand jury testimony or through pre-indictment pleas for two or more fraud cases assigned to you, whether as a member of a team or as the sole investigator. and/or having obtained civil judgements in at least two cases assigned to you or some mix of these types of results. Qualified individuals may have results such as these as a member of a task force, but should also have results as part of cases worked alone. To qualify at the GS-13 grade level, in addition to the above, you must have one year of specialized experience at least equivalent to the GS-12 grade level in the Federal service. Examples of specialized experience includes:
Routine securing of facts and developing evidence through subpoena, search warrant or court order- independent of supervisor or prosecutor direction Conducting interviews and preparing evidence, with little to no prosecutor to supervisor direction, that was used to indict defendants in federal court or to charge defendants through civil adjudication. Preparing reports of investigation or similar documents including exhibit citations and in fraud and/or safety cases Having routinely indicted cases through your grand jury testimony or through pre-indictment pleas for at least five fraud cases assigned to you, depending upon scheme complexity, whether as a member of a team or as the sole investigator. and/or having obtained civil judgements in at least four cases assigned to you or some mix of these types of results. Qualified individuals may have results such as these as a member of a task force, but should also have results as part of cases worked alone. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
